What is NAOSU?<\/strong><\/p>\n National Authorizing Officer Support Unit was formally known as the European Union Progarmme Monitoring Unit.<\/p>\n NAOSU provides a vital role in supporting the Office of the NAO in performing its function in oversight and management of the EDF in the country. The Minister for the Department of National Planning & Monitoring is the National Authorizing Officer (NAO).<\/p>\n To ensure effective implementation, the NAO delegates technical and administrative functions to senior public servants in the department, recognized as Deputy NAO\u2019s. Current DNAO\u2019s are; Secretary of DNPM, Deputy Secretary Policy & Planning and FAS Development Cooperation & Management Division. They support roles and responsibilities in EDF decision making and management.<\/p>\n \u00a0<\/strong><\/p>\n Background<\/strong><\/p>\n PNG & Cotonou Agreement <\/strong><\/p>\n PNG Established relationship with EU, formally European Economic Commission in May 1977, under the special arrangement for the application of the 1st<\/sup> Lom\u00e9 Convention trade provision. PNG became the 53rd<\/sup> country to accord to the first Lome Convention as a full corporation partner in April 1978. From then on PNG was signatory to the 2nd<\/sup>, 3rd<\/sup> and the 4th<\/sup> lome convention, this was than succeeded by the Cotonou partnership agreement and the current post-Cotonou agreement.<\/p>\n The year 2020, marked the conclusion of the implementation of the Cotonou Partnership Agreement (CPA) between EU and the African, Caribbean and Pacific (ACP) nations and territories. The CPA spanned 20 years of development support to the ACP countries and territories since 2000.\u00a0<\/p>\n \u00a0<\/strong><\/p>\n The European Union Development Fund (EDF)<\/strong><\/p>\n The EDF is a crucial instrument of the EU\u2019s development policy in the Africa, Caribbean and Pacific (ACP) states. The main purpose is to promote economic and social development with a particular focus on reducing and alleviating poverty in the long term, by providing beneficiary countries with technical and financial assistance. \u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n \u00a0<\/strong><\/p>\n Roles & Responsibilities<\/strong><\/p>\n NAOSU is a branch in the Development Cooperation and Management Division under the Department of National Planning and Monitoring. It compromises of two technical sections (Finance & Contracts and Programme monitoring), headed by a program director\/Assistant Secretary. \u00a0\u00a0\u00a0<\/p>\n As part of the ACP Group, the NAOSU is responsible for liaising and working with the Regional Authorizing Office, located in the Pacific Islands Forum Secretariate in seeking regional funds of the EDF and in supporting implementation of regional projects in country.<\/p>\n \n The NAOSU comprises of three sections;<\/p>\n Operations<\/p>\n Finance and Contracts<\/p>\n Administration<\/p>\n The summarized roles for the NAOSU are listed below.<\/p>\n \u00a0<\/strong><\/p>\n State of EDF Programmes <\/strong><\/p>\n 11th<\/sup> EDF <\/strong><\/p>\n The funding period is from 2015 to 2020. There are three main focal sectors under this EDF: support to rural economic development, poverty reduction and improve livelihood through more equitable and broad base sustainable development plan.<\/p>\n The focal sectors are; i) Support to Rural Entrepreneurship, Investment & Trade, ii) Water Sanitation and Hygiene Phase 2 and iii) EU-PNG Partnership for Good Governance.<\/p>\n \u00a0<\/strong><\/p>\n MIP 2021 \u2013 2027<\/strong><\/p>\n In 2021, a new EU-ACP development partnership initiative for 2021 \u2013 2027, a 7-year partnership outlook endorsed by the EU Parliament.
