National Authorizing Officer Support

What is NAOSU?

National Authorizing Officer Support Unit was formally known as the European Union Progarmme Monitoring Unit.

NAOSU provides a vital role in supporting the Office of the NAO in performing its function in oversight and management of the EDF in the country. The Minister for the Department of National Planning & Monitoring is the National Authorizing Officer (NAO).

To ensure effective implementation, the NAO delegates technical and administrative functions to senior public servants in the department, recognized as Deputy NAO’s. Current DNAO’s are; Secretary of DNPM, Deputy Secretary Policy & Planning and FAS Development Cooperation & Management Division. They support roles and responsibilities in EDF decision making and management.

 

Background

PNG & Cotonou Agreement

PNG Established relationship with EU, formally European Economic Commission in May 1977, under the special arrangement for the application of the 1st Lomé Convention trade provision. PNG became the 53rd country to accord to the first Lome Convention as a full corporation partner in April 1978. From then on PNG was signatory to the 2nd, 3rd and the 4th lome convention, this was than succeeded by the Cotonou partnership agreement and the current post-Cotonou agreement.

The year 2020, marked the conclusion of the implementation of the Cotonou Partnership Agreement (CPA) between EU and the African, Caribbean and Pacific (ACP) nations and territories. The CPA spanned 20 years of development support to the ACP countries and territories since 2000. 

 

The European Union Development Fund (EDF)

The EDF is a crucial instrument of the EU’s development policy in the Africa, Caribbean and Pacific (ACP) states. The main purpose is to promote economic and social development with a particular focus on reducing and alleviating poverty in the long term, by providing beneficiary countries with technical and financial assistance.      

 

Roles & Responsibilities

NAOSU is a branch in the Development Cooperation and Management Division under the Department of National Planning and Monitoring. It compromises of two technical sections (Finance & Contracts and Programme monitoring), headed by a program director/Assistant Secretary.    

As part of the ACP Group, the NAOSU is responsible for liaising and working with the Regional Authorizing Office, located in the Pacific Islands Forum Secretariate in seeking regional funds of the EDF and in supporting implementation of regional projects in country.

The NAOSU comprises of three sections;

  1. Operations
  2. Finance & Contracts
  3. Administrative Support

Operations

  • Responsible for policy, programming and monitoring

Finance and Contracts

  • Provide support in administration of contracts, Finance and budgets as well as financial evaluation, audits and verification

Administration

  • This section supports the technical function of the unit, concerning logistics, ICT and Administration

State of EDF Programmes

11th EDF

The funding period is from 2015 to 2020. There are three main focal sectors under this EDF: support to rural economic development, poverty reduction and improve livelihood through more equitable and broad base sustainable development plan.

The focal sectors are; i) Support to Rural Entrepreneurship, Investment & Trade, ii) Water Sanitation and Hygiene Phase 2 and iii) EU-PNG Partnership for Good Governance.

 

MIP 2021 – 2027

In 2021, a new EU-ACP development partnership initiative for 2021 – 2027, a 7-year partnership outlook endorsed by the EU Parliament. As a result, a new Multi-annual Financial Framework (MFF) unilaterally endorsed and promoted as the successor to the EU-ACP EDF to continue EU’s global leadership seeking to forge a future that hold the promise of prosperity for the community of nations.

The MIP will be implemented in under three priority areas: i) Forestry, Climate Change & Biodiversity ii) Water Sanitation & Hygiene iii) Transparent and Accountable Governance.

The EU-ACP MIP 2021-2027 is expected to play a major role supporting global efforts to reduce the impact of global warming, strengthening effective democracies, enhancing good governance and promote regional security for a unified and prosperous future.
